Team Roster / Player ID

• Player can only register and play for one team. No player can switch team after season starts.
• Team roster with each player’s full name, phone number to contact and home address must be submitted to VASO.
• Each team is allowed up to 25 players on their roster with a designated manager and/or team captain. 
• New player that has not registered with any teams during spring 09 season, can be added onto team roster anytime that season already starts, as long as team has not reached the maximum of 25 players.  
• All players must sign the VASO waiver form: NO WAIVER FORM NO PLAY.
• Players MUST BE 15 years and 8 months old or older to participate in the league.  Players with less than 18 years old will need a combination signatures of a parent and a team coach on player waiver form.
• Players must present a government issued photo ID for roster validation before each game.  NO ID NO PLAY, no exception.  Including player less than 18 years old (birth certificate, passpord, etc....).
• Player who shows up late for his scheduled game is required to check-in with the on-duty field marshal / league coordinator(s) prior to entering his team game.

 Rules and Regulations

• All jerseys must have numbers on the back of the uniforms. SHIN GUARDS are MANDATORY.
• FIFA rules.
• Two 45 minutes halves with 10 minutes halftime break.
• Substitution is allowed for:
   
  - Throw in (for team with possession)
  - Goal kick (for both teams)
  - Injury (only one sub for each team)
• All games will be officiated by licensed referees.
• A player who receives a yellow card must sit out for the next 5 minutes and can be re-substituted with another player while the player whom just receives the yellow card is sitting out.
• Any player receiving two yellow cards or a direct red card in one game will be ejected from the match and automatically be suspended for the next scheduled game including the play-off and/or championship games. 
• A player or coach that receives three accumulative yellow cards during the season is automatically suspended for the following scheduled game. (Yellow and Red cards will be cleared once the suspension is served).   Cards are carried throughout the whole season including playoff games.  Same rule applies during summer tournament.
• Win = 3 points, Tie = 1, and Lost = 0
• Tie Breaker rules: (1) head-to-head (2) highest goal difference (3) most wins (4) least goals against
• Teams that fail to have a minimum of 7 players on the field at kick-off time will be forced to declare a forfeit, and will be fined $100 from their performance bond.
• A team may forfeit a game if it fails to email the league official at least 48 hours in advance. In such case, the team will receive a 2-0 lost and $100 deduction from their performance bond. 
• Teams must be ready at field site 15 minutes before game time, ready for inspections by the referee.  All games will be started on time and NO GRACE PERIODS!
• Home team must change the jerseys in case of color conflict.
• Home team must provide a game ball.

Field Policy

• Teams and players are responsible to keep the fields clean. Any trashes or left over must be picked up after each game. Violation will result in $50 deduction from team’s performance bond.
• Game cancellation due to bad weather may be rescheduled at the discretion of league officials.

• VASO strives to create a competitive and safe environment for our participants and therefore will not tolerate any aggressive behaviors on and off the field. Police office to patrol the field on the game days can be hired if deemed necessary.
• Any teams caught playing an unregistered/not checked-in player will be automatically fined $100 and the game will be forfeited with the score of 2-0 for the opponent.
• Verbal or physical abuse of an official, fighting or intent to injure will result in a minimum suspension of one full season from the time of the infraction and may be increased by league officials pending a disciplinary review. The team will be fined $100 from their performance bond.
• Teams can appeal disciplinary decisions by email league officials within 48 hours from the time of the decision (effective date).
